Present: Ms. Dean, Ms. Brymer, Mr. Mulholland, Mr. Porco and Mr. Swift.  Alternates: Mr. Pozek and Ms. Fillion.  Also present: George Benson, Land Use Director. Clerk: Ms. Wilkin

The meeting was opened at 7.49 p.m.  Notice is made that the entire meeting was taped and can be heard in the Planning and Zoning Office, Municipal Building, 3 Primrose Street, Newtown, Connecticut


MANDATORY REFERRALS FROM THE BOROUGH OF NEWTOWN

MANDATORY REFERRAL UNDER CGS 8-24 FROM THE BOROUGH OF NEWTOWN FOR PROPOSED AMENDMENT TO THE BOROUGH OF NEWTOWN REGULATIONS AT SECTIONS 8.04.F.3, 12.05C, 4.08D, 4.10D, 4.05.5 AND 4.06

Mr. Benson explained the amendments.  There are only three parcels in the borough that would come under this open space overlay zone.  A developer wanted a condo type project with individual housing.  The properties have to be served by water and sewer.  From a planning standpoint this requires Planning & Zoning’s approval.  After a brief discussion, Ms. Dean agreed to write a letter of approval to the Borough.

MANDATORY REFERRAL UNDER CGS-8-24 FROM THE BOROUGH OF NEWTOWN FOR APPLICATION FOR SITE DEVELOPMENT APPROVAL AT 12 QUEEN STREET, NEWTOWN, CONNECTICUT.

Mr. Benson explained that this references property on Queen Street located next to the Big Y.  The plan is to drop the existing building and erect a 5,750 s.f. free standing building to be used as a dentist office.  The initial problem was the traffic light, which has been solved by using the existing driveway as an entrance and exit through the Big Y parking lot.  After a brief discussion, Ms. Dean agreed to write a letter of approval to the Borough.

COMMUNICATIONS/CORRESPONDENCE

Ms. Dean received an invitation from the town of Oxford June 5, 2012 at 10:00 a.m. on Low Impact Development.

LAND USE AGENCY DIRECTOR’S COMMENTS

Mr. Benson and the Commission discussed multiple housing, which needs to be addressed.  The matter will be put on the Agenda for the next meeting.

MINUTES

Ms. Brymer made a motion to approve the Minutes of April 5, 2012 as submitted.  Seconded by Mr. Mulholland  The motion was unanimously approved.

PUBLIC HEARING (Continued)

APPLICATION BY THE TOWN OF NEWTOWN PLANNING AND ZONING COMMISSION FOR UPDATE TO THE TOWN OF NEWTOWN PLAN OF CONSERVATION AND DEVELOPMENT AS CONTAINED IN A DRAFT DOCUMENT ENTITLED “SECTIONS OF THE WORKING DRAFT TOWN OF NEWTOWN PLAN OF CONSERVATION AND DEVELOPMENT 2010 SANDY HOOK DESIGN DISTRICT DRAFT - HAWLEYVILLE CENTER DESIGN DISTRICT DRAFT - SOUTH MAIN STREET DESIGN DISTRICT DRAFT”.

Ms. Dean distributed a form on land use breakdown.  Ms. Brymer will convert the information into a pie chart and asked for feedback to be discussed at a future meeting.

ADJOURNMENT

Mr. Pozek made a motion to adjourn.  Seconded by Mr. Swift.  The vote was approved unanimously.

The meeting adjourned at 9:24 p.m
